Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from various governments. Significant resources is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity afforded by timely intelligence. From observation points, defense planes that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by Western nations. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Not long after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that regional partners are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after current events, it remains very improbable that this will change their overall approach.
These two forces are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
